A growing Chorus plant generates at first Chorus flowers at Y=255 but some ticks later the Chorus flower turns into Chorus plant.

Step to reproduce
1. /setblock ~ 255 ~ chorus_flower
2. /gamerule randomTickSpeed to 1000
3. Chorus Flower block turning to Chorus Plant
