When trying to enchant a fishing rod, hovering over level 1 or 2 (it's one of them or both) doesn't show a tooltip of a guaranteed enchantment. Selecting 1 or 2 will consume the experience levels and lapis lazuli but not enchant the fishing rod.
In the picture I chose the second enchantment level.
