Summon Tipped Arrow Broken

summon TippedArrow ~ ~6 ~ {Item:{id:"tipped_arrow",Count:1,tag:{Potion:"minecraft:invisibility"}}} doesn't seem to work, also you are not able to change arrows effect with the entitydata command. entitydata @e[type=TippedArrow,c=1] {Item:{id:"minecraft:tipped_arrow",Count:1b,tag:{Potion:"minecraft:leaping"},Damage:0s}}
