[MC-8534] Hoppers and Minecart hoppers doesn't pick up the items

In creative and Survival, if you drop an item or block tile on a hopper, the hopper won't pick the item up. If an item is on a minecart track and a minecart with hopper rolls on it, the item won't be picked up.

Is the hopper powered or the minecart with hopper not activated?

Hoppers won't pick up items while active, Minecarts with Hopper won't pick up items after going over an activated activator rail.

Nope. The hoppet isn't activated ad i tried with the minecart track, nothing.
