I was in a test world, testing out the new status effects in 15w32c, I spawned a bunch of Sheep in the world, activated the command "/effect @e minecraft:glowing 30", but I noticed that only the baby sheep that I spawned actually glowed.

I doubt this would matter but it's always safest to use a parameter for seconds in addition to another one for the effect level
You could also do:
/entitydata @e[type=Sheep] {Glowing:1} for a permanent glow
