[MC-85910] Arrows appear on fire when deflected by the ender dragon

The bug

The arrows shot from a normal bow appear to be on fire when shooting the ender dragon on top of the portal.

How to reproduce

Summon an ender dragon in its perched state:

/summon minecraft:ender_dragon ~ ~ ~ {DragonPhase:5}

Shoot the ender dragon with a bow

Expected behavior

The arrows would not be on fire after being deflected by the ender dragon.

Actual behavior

The arrows are on fire after being deflected by the ender dragon.

The arrow deflected by ender dragon makes end portal force-set the arrow state to burning. No sense.

Can confirm this behavior in 21w40a. Here are some extra details regarding this problem.

The Bug:

Arrows deflected by the ender dragon are ignited.

Steps to Reproduce:

Obtain a bow and some arrows.
Summon an ender dragon whilst it's in its "perched" state.

/summon minecraft:ender_dragon ~ ~ ~ {DragonPhase:5}

Shoot some arrows at the ender dragon and watch them closely.

Observed Behavior:

Arrows deflected by the ender dragon are ignited.

Expected Behavior:

Arrows deflected by the ender dragon would not be ignited.
