[MC-86629] Command block minecart Output line does not show up

The Output line of Command Block Minecarts that have been placed by hand onto any type of rail (using

/give @p command_block_minecart

)
Is not showing up as long as output is allowed.
If they are not on a rail or summoned you can see the output line though.
Also the line can be seen if you activate it using an activator rail.

Confirmed for

15w34d Disabling the output removes the line until you entered a command and saved it (do not have to be activated), then it works as expected

Is this still an issue in 15w45a? If so, please explain the issue in detail and provide steps to reproduce it. Please also update the list of affected versions.

Also it seems to have changed

The line can be seen if you type a Command and press "finish" (or whatsoever it's called in english)

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time.

Cannot reproduce this at all with 1.13-pre5.
The behaviour of command block minecarts is the same as regular command blocks.
The output line is permanentely shown when the output is enabled, regardless if the cart is on a rail or not.
