Debug menu doesn't render as expected/Attack Strength Indicator not present in F3 (only when set to Crosshair)

When opening up the debug screen, the Attack Strength Indicator is not present under the Crosshair.

To Reproduce:
1. Set Attack Strength Indicator (found in Video Settings) to the "Crosshair" option.
2. Press F3 to open up the debug menu
3. Punch Anything

F3 is a debug mode, turn off debugging

Jeb, with all due respects, some people like to play with debug mode on.

When the debug screen is not for normal gameplay, why is there the gamerule reducedDebugInfo then?

Also, why don't fix anything in relation to F3? What if it's one day so broken that confirming some other bugs will become impossible? It's an often used tool in this bug tracker.

So, not for player use, that there's options/gamerules for it, is for people who use it, but don't want a overload of info, yet, it's only there for debugging.

Because people may choose to use it for purposes other than what it was intended for.

Serious issues will remain open. Silly visual issues like those we resolved to this ticket won't.
