1.9 Snapshot - villages are missing stairs!

On creating a super flat world I saw that all the villages had no stairs, instead of stairs there was just lighting glitches. Upon right clicking where the stairs should be, they appear. Doors are also weird, they only have the bottom half.

Steps to Reproduce:
1. Load a super flat world
2. Find a village
3. Observe!
