Enchantment books have no enchantment when obtained from fishing

Summary:
This happened a few days ago when I was fishing. I was fishing for rare drops and found an enchanted book. Upon checking its enchants, it had none at all. Initially I thought they were "hidden" but when I put it in an anvil it shows nothing.

Note: All of this happened on survival, not on creative.

What I expected to happen:
The minute I saw an enchanted book while fishing, I thought it would have at least 1-2+ enchants. Normally this is the case.

What actually happened:
I looked at the book's enchantments, only to find a whited-out name and no enchantments at all.

Steps to Reproduce:
1. Use a fishing rod on water and fish
2. It takes a few attempts to get an enchanted book, but when the player gets one, it shows up without enchants.
3. The book will have a white name and no enchants.
4. To verify this, put the book in an anvil with a weapon or armor, if the enchants apply to one of the two. It will not show the enchanted product and the level cost; it does nothing.
