Minecraft was previosly installed onto a usb thumb drive. I was able to change the setting in the launcher and change the path to my USB stick. Doing this no longer changes the "roaming" files path to my usb stick. The launcher now downloads and installs the files to the normal Hard Drive %appdata% roaming folder. I need the option to keep all files on my usb stick.

The Game Directory option in the launcher profile has never installed the core files in that path. You would have to run the launcher using some sort of script, inserting (if I'm not mistaken) the -workdir argument to specify where it installs.
