Can't break blocks after /tp in survival mode

When i pass to creative mode, and use the command /tp to any place which does not explore before and again pass to survival mode, the game does not leave me break any block

Did this happen only once to you or every time you teleport?
And what happens when you try taking damage (for example by walking into a cactus)?
