Can't ride a "MinecartRideable riding a MinecartChest"

Cannot confirm for 15w37a
The minecart control is indeed inverted but this is not the bug descriped here

Example command

/summon MinecartRideable ~ ~ ~ {Riding:{id:MinecartChest}}

The main problem is this "You summon a Minecart Riding a MinecartChest then try to tp the MinecartChest a few blocks higher"
You'll see a bug where you can't ride the Minecart anymore, It'll only allow you to open the MinecartChest

How to reproduce

1. Use this command

   /summon MinecartRideable ~ ~ ~ {Riding:{id:MinecartChest}}

2. Right-click the Minecarts; You now sit in the MinecartRideable

3. Teleport the MinecartChest

   /tp @e[type=MinecartChest,c=1] ~ ~5 ~

4. Right-click the Minecarts; You can only open the chest

You now always open the chest so it is consistent now. Considering this fixed somewhere between 15w39c and 15w44b.
