Shield model while blocking

It is probably because your body does not always have the same rotation as your head
It might be valid as the blocking is still based on the direction of the head which causes it to sometimes look pretty strange

It doesn't matter the direction you look, it's always off center while blocking.

The screenshot looks like it is off center from the direction you are facing
