Mobs treat any layered snow as non-solid

Mobs still treat any thickness of layered snow as non-solid like the normal layer of snow. As such, they do not attempt to jump onto snow over a slab in collision height, getting them caught if they continue to path past it.

Just tested in Snapshot 13w05b. Mobs still do not jump onto layer snow with collision higher than a block, so they get stuck against it.

Tested in Snapshot 13w06a. Still exists. Mobs do not realize that snow layer can have collision higher than they can walk up.

Just tested in today's snapshot, still occurs.

Tested in Snapshot 13w42a, still occurs. I spawn a sheep, take out wheat, and walk onto a full block height layered snow. The sheep walks against it instead of jumping up, as it treats snow as non-solid and/or slab height.

Tested in Snapshot 14w06b, still occurs under same circumstances. Utilizing same map as all previous tests (It is my Snapshot Test World).

Tested and still exists in 14w10b.

While testing in 14w11b, I realized that while walking up layered snow, they seem to try to path off. Yet they will still try to path onto it when not on... I'm confused.
