Guardians with no ocean monument.

In minecraft there is a river next to my house it goes to the open deep ocean when I looked out I saw guardians so I went into spectator to see it there was no monument or elder guardians but at least twenty guardians. Then after a while of playing and being far away most the guardians despawned but there was still two of them and no monument.

At that coordinates is Deep Ocean but not a single guardian.

Well there was twenty four guardians when I first found it after a day only two of them were left I can send a pic of them now.

Did you create the world in 15w38b or did you create / load it in any previous snapshots ?

In 1.8 but I didn't find the guardians till 15w38b. So maybe they just spawned randomly.

Yes I have played it in at least four snapshots and one version 1.8.

They are spawning hundreds I have a command block that is killing them.
