Redstonetorch does not activate when given a 2 tick pulse

I placed a redstonetorch on the side of a powered block (which creates a 1-tick pulse) and I expected both redstonetorches on the top to give a pulse
But instead only 1 of the redstonetorches gave a signal. (2 redstoneticks) The other torch did not give a pulse.

How to reproduce:
1. Build the setup from the picture.
2. Make sure that the lever is activated
3. Place the redstonetorch I am pointing at in the picture at the side of the block with the lever.
4. Notice that only 1 of the torches gives a signal.

Suggestion:
Making redstonetorches so that
a 1 tick pulse will output a 1 tick pulse
a 2 tick pulse will output a 2 tick pulse
a 3 tick pulse will output a 3 tick pulse
etc.

Wow, this bug is crazy! Get a vote from me! I also dont like how its pretty much impossible to send a 1 tick pulse through torches D:

Confirmed.

Could we add to this what Dico is talking about? How we can't send 1-tick pulses through torches anymore either(from what I can tell), might be related to this. Or should that be it's own separate bug?

OP (Chris) can you upload a zipped version of your world? Coders and mods are busy people and are more likely to implement a fix when you do as much of the work as possible, as demonstrated by MC-56541, which was reported and resolved within a week. Well, it could also be because of the cliquey, in-crowd nature of the Mojang inner circle (it seems the same crap the jocks were doing in high school is now the province of the nerds), but that could just be my suspicious nature talking.

Christopher, it's easier to build the setup from the picture then to download a world that contains it. MC-56541 got fixed so quickly because it was uploaded by a popular youtuber who asked the viewers to vote on the bug.
I guess it would help if I would provide a fix for this bug, but I'm not a coder, so I can't. So for now, votes are the only thing that help.

This bug does still occur in 14w28b. I wonder why our results are different, maybe it has something to do with coordinatedependency.

Is this still an issue in the most recent versions (i.e. 1.10.2, or 16w42a (untestable due to MC-108897, try 16w41a instead)) of Minecraft?

confirmed in 1.11

the title is also misleading, since torches can be activated with 2 tick pulses: https://www.youtube.com/watch?v=VjzuJqWAPFQ
