Minecart fog flashes in moving minecarts

I have a rollercoaster world and when I ride them the distant fog, the one added in 1.7 I think, would flash from bright to dark almost instantly. To recreate build a rollercoaster that has hills and turns. It happens a ton to me when it's on the hills going up/down. It even happens on a 3 block high hill.
