Flame-enchanted bows don't activate TNT minecarts!

What I expect to happen:
I expect for TNT minecarts to activate when hit with a flame-enchanted bow.
What actually happens:
TNT minecarts don't activate when hit with a flame-enchanted bow. If you use high power, the minecart is destroyed. If you use low power, the minecart is set on fire.
