Wasn't sure what to call this bug but if you have the setup in the picture and a bucket in the dispenser then the dispenser will constantly place and pick up water and make constant block updates

I think this bug is a little diffrent than MC-846 because it constantly fires the Dispensers and not just a single pulse
That is why it is also a duplicate of MC-6077.
