To duplicate:
1) Have an item in the big part of your inventory.
2) Switch that item to your hotbar(not the one you're currently selecting) by using the number keys.
3) Scroll over to that item on your hotbar, and no tooltip will show up

I'm finding the directions just a little ambiguous, and that might be the trouble here. For step 3, what do you mean by 'scroll'? And for step 2, the part in parentheses is just telling us that you mean the 9-slot hotbar inventory versus the 9x3 big inventory, right?
Ok, let me re-write this:
1) Have an empty inventory
2) Put an item in your 3x9 inventory
3) Using the number keys on your keyboard, swap that item into your hotbar (the 1x9 inventory)
4) Swap it to a spot that is not being used by your fist
5) Then select that item in your hotbar so it's in your hand
6) See that the item tool tip (The White letters that shortly disappear above your XP bar) isn't there
