Elytra stop working after TP

After TP'ing via direct commands or command blocks, Elytra cease to function. It seems to only happen when I TP'd at least outside my view distance (It does seem linked, as somewhere that is safe to tp to when distance is at 9 triggers the glitch when set to 2, and somewhere that would trigger at 9 is safe at 32) The Elytra work again after entering the Nether or End.
