Active command blocks turned into repeating command blocks don't automatically start executing

A Chain Command Block performs "Always Active" if placed by default, but it doesn't seem to be active when turned into Repeating mode from the GUI. Only re-activation makes it work. It's really not like what I expected. Hope you can fix this issue soon.

Steps to reproduce:

1. /give @p minecraft:chain_command_block
2. Place and right-click the chain command block, observe that it is set to "Always Active" as opposed to "Needs Redstone"
4. Enter a command, such as /say hi
5. Change the command block's mode to "Repeat"
6. Hit "Done"
7. Observe that the command block does not start printing "hi" in the chat

For example, place an CCB with command "say 1" and confirm. Open the GUI again and turn it to Repeating mode, u will find it's not working as expected.
