[MC-91488] Server lag on offline play

I launch a new world in offline mode, a fresh install of mc, and Im noticing a server like lag so as when I destroy a block it only gives me the element 2-3 seconds after, it also makes mobs lag about so fighting is near impossible because they dont move then teleport into you.
Its not fps lag Ive tested in-game and I get a constant 100-200 fps with no random spikes. It also works fine in online play

The sound bug at the start is my cap card idk why it does that, and sorry about the music
P.S: I installed MC 2 days ago so all the Java software and drivers are up to date, my video drivers are also up to date as I play CSGO almost everyday.

While having this issue: Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]) to this ticket.

Please attach the complete output of the "Game Output (Your Minecraft name) " which can be found on the fourth tab of the launcher to this ticket.

If the launcher closes after game start, please edit your profile and select "Launcher visibility" then, "Keep the launcher open".

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time.
