[MC-91546] commands on 1.9

The Commands for /tellraw @a "" and /title @a title "' ARE NOT WORKING IN 15w44a! can you please help, also this is for command_blocks and doing the command in chat!?

It would be for example

/tellraw @a {"text":"hi"}

However you can use http://www.minecraftjson.com/ which makes this partwise easier
