[MC-91620] Boats full speed on pressureplates

When a boat is place in a one block wide block of water with pressure plates at the edge of the water, boats can travel full speed for as long as there are pressure plates.

They now move just as slowly as they do on land, as of 16w05a (see also MC-96195)
