When a boat is place in a one block wide block of water with pressure plates at the edge of the water, boats can travel full speed for as long as there are pressure plates.

Most likely fixed with MC-90307 in the next snapshot.
Unable to confirm this as fixed because of MC-96195
They now move just as slowly as they do on land, as of 16w05a (see also MC-96195)
