[MC-9169] Tnt carts blow up tracks

if you activate a Tnt cart using the activator rail and there a unactivate tnt cart when the activate tnt goes off so does the unactivate tnt and destory your tracks.

I can confirm this - Image 1 is TNT cart beside an activator rail. Image 2 is the 2nd TNT cart about to detonate. Image 3 the result
