[MC-91772] stairs bugged texture

When stairs are facing to the north or south, the texture is bugged.

I looked to a desert village and I saw weird things

Tried to replicate this and I found that fences of all types, fence gates of all types, cobble and mossy cobble walls, and cactus are affected by this bug as well.

Not seeing the issue on cacti. If cacti do have glitched textures, please create a new report for that.
