[MC-9210] Protection IV issue.

Prot4 with the recent change in 1.4.7 will act as a full set of prot4 only with prot 4 leggings/chest/boots and a regular diamond helmet. You can have p4 helmet and get the same full p4 affect but bare minimum is the boots/chest/leggings. Is this supposed to happen?
