[MC-93274] Summoned Arrows can't be assigned a scoreboard value

I set up commands to give arrows with the inGround tag to be given a scoreboard value to kill them. This works in 15w46a with any arrows but only with arrows shot from a bow in 15w47a and not summoned ones.

On a summoned Arrow.
