Just themes doesn't play, and I can't figure out, why nobody noticed this yet?

I noticed this. It's been bothering me for a long time that the music wasn't playing in the 1.9 snapshots. I then played in minecraft 1.8.8, and the music started playing. Hopefully this bug gets fixed.
