Redstone connectivity issues

Having some strange connectivity issues with redstone. Some repeaters are getting powered from redstone that shouldn't be getting power from anywhere but only in certain parts of the map. It seems the location matters.

In redstone correct2.gif you can see the correct behaviour.
redstone glitch1.gif and redstone glitch2.gif show different sets of the exact same setup, in different locations causing a redstone connectivity glitch. The repeaters are getting power from redstone that is supposed to be unpowered.
