When iron golems navigate the village, they are able to walk down a single block without a problem. However, they refuse to walk up a block, even if I have them on a lead. This occurs on gravel, grass, and path surfaces. The problem was first noted in 15w46a and has persisted into 15w47. I have not been back to this village in 15w49, so I cannot confirm that the snapshot is affected by this issue.

They do not go up blocks with leads; the lead stretches and breaks. That part of the bug is 100% intact. It's not fixed. No confusion there. If that is intentional, leads shouldn't be able to be placed on them, since it doesn't match how other mobs behave with leads.
The rest could be debated, I still say their behavior is largely inferior to what it was in previous game versions, but I'm open to debate. It could very well be my imagination. I use Iron Golems a lot so I don't intend to stir unnecessary trouble. I'm legitimately hoping their behavior is what it was before, and that my tests of them only getting up blocks half of the time weren't enough to determine anything.
Correct me if I'm wrong here, are there any other mobs in the game that walk against single blocks and don't immediately walk up them? That's what Iron Golems are doing now. It seems random when they do actually travel up a block. They don't react to hostile mobs as quickly as they used to either, so they're less likely to go up a block as a result of chasing something.
I definitely agree. Iron golems, although they do go up blocks, they still have strange behavior. In 1.9.3 pre-release 2 I spawned an iron golem at the bottom of a hill and a skeleton at the top. The iron golem kept walking around the bottom of the hill, looking at the skeleton but failing to actually jump for about ten seconds. Then on the next level of the hill the whole thing repeated.
So something is certainly still strange with their behavior.
Having the same problem(1.9.2, stable). I have 2 golems in one village. They are totally useless for this bug. They don't jump single block even when I surround them with blocks. They just guard a very little area which is 1 block lower. They also don't use stairs. I pushed them up using stairs by force. Then immediately reloaded the game. One golem changed it's course(Cause I blocked his returning path) and he now guards a little road. Other one went back to the place and rounding in a ugly little circle. However they still can't jump single block.

I spawned an iron golem, and a skeleton on a 1-block-high ledge for the iron golem to go and attack. The skeleton kept shooting the iron golem over and over and the iron golem walked up to the ledge to the skeleton, but didn't actually jump up so it could attack it.
