this is not really a bug, but is something that is affecting and is going to affect a lot of old worlds.
i will start with the old world incompatibility. in the new 1.9, the enderdragon can be resummoned, and you need to resummon it again if you want to get the new dragon breath item, which is necesary to craft the new potions, and these potions are needed to craft the new arrows, so the dragon is an important source of items now. the bad thing is that the dragon has to be summoned on the main island of the end, and not only that, the dragon also comes with some new obsidian pilars that destroy everything when they appear, and there is no way to avoid creating them. the dragon also cant be lured away from the main island, since is coded to go to the exit portal periodically. so now we need to fight the most destructive mob in the game in the only place of the dimension where there is a chance to have builds, and the dragon likes to go the place in the end that is most likely to have things near it. we cant even turn mob griefing off because the obsidian pilars still appear and destroy everything anyway.
the second complain, the outer islands. they are ok, new fortress new mobs... i would prefer if the shulker was farmable or something, as of now if pretty much a thing that appears only there, i would like to do things with them, but that is not the complain, the complain is with the way out. there is only one way to exit the end alive, you have to exit thought the end fountain in the main island. in my opinion, that is very bad planned. people are not going to venture out a lot in the end because you need to come back to the fountain when you want to go out, of course you can bring an enderchest with you and just suicide, but that is not really a good way to solve the issue, that is more of a loophole, the game is expecting you to come back to the main island and i dont see that as a good thing.
now, i have a solution for this, let me know what do you think about it and about the complains in general. my idea is to have more end fountains scatered around the outer islands. these new fountains would be perfectly functional, you can exit the end if you enter one and you can summon a dragon if you put 4 crystals on one. that way people can actually explore without worriying about the way back that much, and old worlds can still use their main island for building. if the issue is that someone can summon an enderdragon in the outer islands and leave, is very easy to solve, make the new dragons despawn when they are far away from a player or when another one is summoned or both these things. that way the dragon is always accesible.
if making new end fountains is not an option, a least make a command that changes the point where the end fountain is, so that old players can actually set the location to one in the outer islands to protect their main island from the dragon and the pilars.
