Mob spawn question

In very large buildings that you would want mobs to spawn in, they don't spawn inside it, they all spawn above all on top of the building. Is that ment to happen?

It is meant to happen, just light up the top of the building with torches or cover it in slabs to stop them from spawning on top of the building.
