On release 1.8.X structures generate correctly (5914713286458379401) but when updating this seed to the new snapshots the ocean monuments do not generate.

The spawn algorhithm for Ocean Monuments was in so far changed, that too small biomes now prevent the creation of an Ocean Monument.
In 1.8 it was possible that it would spawn on a 1 x 1 blocks large Deep Ocean.
