json file in stats folder locks pc

after several hours, right click on chests fails, attempting to exit and save locks minecraft.
after investigation a .json file in the stats folder cannot be accessed, any attempt to open, or select it locks up the editor, or windows explorer.
Only fix is to reboot the pc. This happens with normal minecraft and all modded games. no errors on disk, logging off fails to resolve issues.
