Spawn chunks not staying loaded?

I just built the iron titan in snapshot 15w51b, was working great until i went into the nether to sort out poppy collection, after going back to the overworld spawns had completely stopped. Also the compass was showing spawn chunks to be in a different spot to where they actually are. refer to MC-86710
