Same redstone piston setup acts differently depending on where it is

As seen in picture 1, the exact same device is placed twice, side by side in the off state. In picture 2, they are both turned on. They both react in the same way. Here is the bug. In picture 3, they are both turned off, but one retracts, and one stays extended
