All mobs in a passenger list dosnt show there name

If I spawn a invisible passenger, the name tag should be visible:
/summon minecraft:villager ~ ~ ~ {CustomNameVisibel:true,CustomName:"{\"text\":\"NameTag\"}",Passengers:[{id:"minecraft:armor_stand",Invisible:true}]}
