I use /clone on an area to clone it to the spot I want it and it works perfectly, until I put the EXCACT same command into a command block and it doesn't work and says cannot clone blocks outside the world

Works as intended. You cannot clone blocks from and to unloaded chunks. Ensure both the initial location of /clone and the target location are loaded.
