[MC-96233] Attack "charging" still applies in creative

Even when you're in creative mode, you still have to charge your attacks before being able to use full power.

Tip: Give yourselv Haste 255 for infinite time. You can attack like in 1.8 then, but in creative you still mine blocks at normal speed. (Maybe that is a bug.)
