Java exception error?

I have the usual java 64 bit version I had the java special character bug in which I fixed using --workDir %ProgramData%\.minecraft. This relatively solved the problem but as soon as I use the multiplayer function I am left with the text "java.net.ConnectionException: Connection refused: no further information:". Perhaps the pathway redirect messed with java? I have no further clue and hope to see a solution.
