You can't give Levitation effect via Commandblocks.

I put down a Commandblock, put on "Repeating" and then on "Always active".
Then i typed in the Command "/effect @a minecraft:levitation 100 1".
I did not flew up, so i tried it in the normal Chat.

When you are using the Command in the normal Chat, it will work.
