When Summoning Mobs With Armour, The Armour Doesn't Show

I'm making a minecraft map, and was summoning a zombie
And when I spawned it in with a command block the leather boots did not appear...

When I go back to previous versions (E.G. Minecraft 1.8.9) the zombie spawns with the leather armour..!

This is what I was doing;
1) Give my self a command block and redstone block
2) I pasted my command
/summon Zombie ~ ~1 ~ {CustomName:"Dinnerbone",IsVillager:0,IsBaby:0,Equipment:[{},{id:leather_boots,Count:1,tag:{display:}},{},{},{}],DropChances:[0.085F,0.0F,0.085F,0.085F,0.085F],Invulnerable:1,NoAI:1,Silent:1}
Into the command block
3) Then I activated the command block with a redstone block

Everything else works fine, and I think you guys at mojang are doing a GREAT job but there a a few glitchs/bugs that need tweeking 😃
