Fortune not working on stone pickaxes

I have two stone pickaxes that I traded in 15 levels each for a fortune I and efficiency II enchantment. There seems to be no effect whatsoever on the drop rates of any blocks.

This is the intended behaviour. Only drop rates of certain items are affected (eg diamonds). See the minecraft wiki for details.
