can not confirm, at my multiplayer server (extern) work the elytra absolut normal.

Linux rootserver / 16w07a-server / Oracle Java - java version "1.8.0_51"

EDIT:

  • it is vanilla server

  • client without any modifikation, only 1.9 texturepack

Functionality has changed is all I found out you have to jump in mid air and they will work
