Villagers will not ride minecart

Placing a minecart adjacent to a villager and either pushing the villager towards the cart or vise versa does not result in the villager riding the cart. The only way I've been able to get a villager into a minecart is by placing the cart onto rail with a dispenser when the villager is directly in front of it. This is affecting both my single player test world and my server.
