Model overrides ineffective for damage values greater than 1.0

Adding damage values greater than 1.0 to a model.json file has no effect on the model in game, even if the damage value is at the specified level. Values of over 100% display the model file set for the 100% level.

*What I expected to happen was...:

The specified model would be displayed.

*What actually happened was...:

The model for the 1.0 damage level was displayed

*Steps to Reproduce:
1. create a model.json with a model override for damage of over 1.0.
2. reload texture packs / launch MC.
3. spawn an item at the specified damage value.
4. observe.

I can understand if this ends up flagged as WaI, but as a map maker I feel this would be a good ability to have.

You need to make the Item unbreakable in order to display the model.

I am aware that if this worked I would have to make the item unbreakable for this to function properly. I did feel this is a bug as the in game values do align with the settings but the model does not change. That said it is a very minor art bug which has almost no effect on gameplay anyway.
