Spawn egg data tags are ignored when using /summon or /give

If you type /summon Item ~ ~ ~ {Item:{id:spawn_egg,Count:4,Damage:#}} or /give @p minecraft:spawn_egg 1 # , it will give you an empty spawn egg.
